Reform & Good Governance Directorate

The Reform & Good Governance Directorate is the institutional engine driving transformation, accountability, and ethical management within the Dire Dawa Health Bureau. We are committed to modernizing health service delivery through Business Process Reengineering (BPR), implementing performance management systems, and ensuring that transparency and integrity define every administrative and clinical operation.

Our Mandate

Our mandate is to cultivate a culture of continuous improvement and good governance across all levels of the regional health system. By aligning bureau operations with national reform agendas, we work to eliminate bureaucratic inefficiencies, promote data-driven decision-making, and establish robust mechanisms for citizen feedback and anti-corruption.

Strategic Objectives

  • Implement and sustain Business Process Reengineering (BPR) to optimize service delivery.
  • Enforce the Balanced Scorecard (BSC) performance management system across all directorates.
  • Promote transparency, accountability, and zero-tolerance for corruption in health institutions.
  • Strengthen grievance handling mechanisms and citizen engagement charters.
  • Build the institutional capacity for change management and ethical leadership.

Key Programs & Services

To achieve our mandate, the directorate focuses on several critical areas of institutional development:

Business Process Reengineering (BPR)

Leads the continuous review and redesign of core health and administrative processes. This team ensures that workflows are efficient, redundant steps are eliminated, and services are delivered in a timely, citizen-centric manner.

Performance Management & BSC

Coordinates the implementation of the Balanced Scorecard, ensuring that strategic objectives cascade down to individual staff performance plans. The team monitors bureau-wide performance indicators and facilitates regular performance appraisals.

Ethics & Anti-Corruption

Establishes and oversees ethics committees across all facilities. This unit manages whistleblower protection mechanisms, conducts routine asset declarations for senior officials, and runs anti-corruption awareness campaigns.

Citizen Service Charter & Grievance Handling

Develops service delivery standards to manage public expectations and ensure accountability. The team operates grievance hearing offices, ensuring that complaints from citizens regarding health services are investigated and resolved promptly.

Mr. Dawit Assefa
Director

Mr. Dawit Assefa

Mr. Dawit Assefa brings over a decade of experience in public administration, organizational development, and public policy reform. Before joining the Health Bureau, he served as a senior advisor for institutional transformation at the regional level, where he successfully led multiple BPR initiatives.

Holding a Master's degree in Public Management, Mr. Dawit is a strong advocate for data-driven governance and believes that an ethical, efficient administrative system is the foundation of a healthy society.
