Finance, Procurement & Property Administration Directorate
The Finance, Procurement & Property Administration Directorate is the operational and financial backbone of the Dire Dawa Health Bureau. We ensure that public resources are managed with the highest standards of transparency, accountability, and efficiency. By overseeing financial operations, procurement processes, and asset management, we empower all other directorates to deliver uninterrupted, high-quality healthcare services.
Our Mandate
Our mandate is to secure, allocate, and manage the financial and physical resources of the Bureau in strict compliance with national public finance regulations. We are responsible for ensuring a transparent procurement process for medical supplies, equipment, and operational services, while maintaining an accurate inventory of the Bureau's physical assets to prevent loss and maximize utilization.
Strategic Objectives

- Streamline procurement processes to ensure cost-effective and timely delivery of essential medical and office supplies.
- Maintain a comprehensive and up-to-date property and asset registry for the Bureau.
- Strengthen internal controls and compliance with public financial management laws.
- Provide reliable general services, including facility management and fleet operations, to support healthcare delivery.
Key Programs & Services
To achieve our mandate, the directorate oversees three specialized teams handling critical administrative and financial functions:
Payment & General Ledger Team
Manages the Bureau's core financial operations. This team handles budget tracking, payroll disbursements, vendor payments, and the maintenance of the general ledger. They ensure all financial transactions are accurately recorded and audited in compliance with national standards.
Procurement & Property Admin. Team
Coordinates the sourcing, bidding, and acquisition of goods and services. This team ensures all procurement is conducted transparently and fairly. They also manage the lifecycle of physical assets, from acquisition and tagging to maintenance and disposal.
General Service Unit
Provides the physical support necessary for daily operations. This unit oversees facility maintenance, security services, transport fleet management, and logistical support for outreach programs and official Bureau functions.
Directorate Leadership
Mr. Dawit Bekele
Mr. Dawit Bekele brings over 16 years of experience in public finance and supply chain management to the directorate. A Certified Public Accountant (CPA), he has a deep understanding of governmental budgeting and public procurement laws.
Prior to his appointment as Director, Mr. Dawit served as the Head of the Procurement and Property Administration Team, where he successfully implemented digital asset tracking systems that significantly reduced inventory discrepancies across regional health facilities.
