Plan, Monitoring & Evaluation Directorate
The Plan, Monitoring & Evaluation (PM&E) Directorate is the strategic hub of the Dire Dawa Health Bureau. We are responsible for translating public health policies into actionable, costed strategic plans, tracking performance against regional and national targets, and fostering a culture of data-driven decision-making across all health facilities.
Our Mandate
Our mandate is to ensure that every health intervention is backed by a robust plan, an adequate budget, and a rigorous monitoring framework. We coordinate the Bureau's annual planning cycle, manage the Health Management Information System (HMIS) data utilization, and oversee the implementation of Community-Based Health Insurance (CBHI). Through objective evaluation, we identify performance gaps and guide resource allocation to maximize health outcomes.
Strategic Objectives
- Develop comprehensive annual and multi-year strategic health plans aligned with national priorities.
- Implement robust Monitoring & Evaluation (M&E) frameworks to track service delivery and health impacts.
- Ensure efficient and transparent budget planning, execution, and financial tracking.
- Strengthen the use of data from the HMIS for continuous quality improvement at all levels of care.
- Expand and stabilize the Community-Based Health Insurance (CBHI) scheme to ensure financial risk protection.
Key Programs & Services
To achieve our mandate, the directorate oversees four specialized units critical to the Bureau's operational intelligence:
Planning Unit
Leads the bureau’s strategic planning processes. This unit compiles annual work plans from all directorates and facilities, ensuring alignment with the regional health sector transformation agenda and available resources.
Budget Unit
Works closely with the Finance Directorate and regional budget bureau to allocate, disburse, and track financial resources. The unit ensures that operational plans are fully costed and financially feasible.
Monitoring & Evaluation (M&E) Unit
Designs M&E frameworks, conducts routine supportive supervision, and analyzes HMIS data. The team produces quarterly performance review reports, identifying bottlenecks and recommending corrective actions to the Bureau Head.
CBHI Coordination Unit
Coordinates the Community-Based Health Insurance scheme. This unit oversees member enrollment, premium collection, and accreditation of healthcare providers, working to expand universal health coverage across Dire Dawa's kebeles.
Directorate Leadership
Mr. Alemayehu Girma
Mr. Alemayehu Girma brings over 12 years of experience in health economics, public policy, and monitoring & evaluation. Prior to his appointment as Director, he served as the Senior M&E Specialist for the bureau, where he successfully spearheaded the digitalization of regional performance dashboards.
Holding a Master's degree in Public Health Economics, Mr. Alemayehu is a strong advocate for evidence-based governance. He serves as the principal advisor to the Bureau Head on strategic resource allocation and health systems strengthening.
