The Human Resource Management & Development Directorate is the backbone of the Dire Dawa Health Bureau. We are dedicated to recruiting, training, and retaining a highly skilled and motivated healthcare workforce. By managing the entire employee lifecycle—from deployment and compensation to continuous professional development—we ensure that health facilities across the region are staffed with competent professionals capable of delivering quality care.
Our Mandate
Our mandate is to build and sustain a robust health workforce that meets the dynamic needs of the Dire Dawa Administration. We strategize workforce deployment, administer equitable payroll and benefits, enforce performance management systems, and facilitate continuous professional development (CPD). Our goal is to foster a supportive work environment that promotes staff welfare, motivation, and long-term retention.
Strategic Objectives
- Recruit and deploy qualified health professionals and administrative staff based on regional needs.
- Implement effective performance appraisal and management systems across all facilities.
- Facilitate Continuous Professional Development (CPD) and capacity-building training programs.
- Ensure accurate, timely, and transparent payroll administration and benefits management.
- Promote employee welfare, occupational health, and safety standards for all bureau staff.
- Develop and enforce HR policies, guidelines, and ethical standards in line with federal regulations.
Key Programs & Services
To achieve our mandate, the directorate oversees several specialized operational areas:
Continuous Professional Development (CPD) Unit
Coordinates training needs assessments, organizes clinical and administrative capacity-building workshops, and ensures health professionals meet their mandatory CPD requirements for license renewal and skill enhancement.
Workforce Planning & Recruitment
Manages the hiring process, oversees staff transfers and promotions, and ensures equitable distribution of healthcare workers across urban and rural health facilities to address workforce shortages.
Performance Management & Appraisal
Administers the annual performance appraisal system, setting clear benchmarks for staff evaluation, identifying top performers for recognition, and creating improvement plans for underperforming personnel.
Employee Relations & Welfare
Handles staff grievances, disciplinary matters, and labor relations. The unit also manages staff welfare initiatives, including health insurance schemes and recognition programs for long-serving employees.
Directorate Leadership
Mr. Dawit Tesfaye
Mr. Dawit Tesfaye brings over 16 years of experience in public sector human resource management to the directorate. Before joining the Dire Dawa Health Bureau, he served as a Senior HR Officer for the regional civil service commission, where he spearheaded workforce modernization and digitalization efforts.
Holding a Master's degree in Public Administration (MPA) with a specialization in Human Resource Management, Mr. Dawit is a strong advocate for staff motivation and continuous learning. He is committed to bridging the gap between clinical service delivery and administrative support.
